Iran proposes 10-point plan to regulate Strait of Hormuz transit

TEHRAN, April 20 (YPA) – A new strategic plan concerning the management of the Strait of Hormuz has been developed in Iran and presented through the Islamic Consultative Assembly, Tasnim News Agency reported on Monday.

According to the report, Mohammad Reza Rezaei Kochi, head of the parliament’s Reconstruction Committee, published key provisions of the proposed plan on the X platform. The framework outlines ten conditions governing maritime transit through the strait:

  1. The passage of any vessels or cargo linked to Israel is strictly prohibited.
  2. Ships belonging to countries deemed hostile—based on determinations by the Supreme National Security Council—are barred from transit.
  3. Vessels associated with states engaged in hostile actions against the “Resistance Front” are prohibited from crossing.
  4. All other vessels may transit only after obtaining prior authorization and paying designated fees for guidance, monitoring, and security insurance.
  5. All applicable fees must be paid in Iranian national currency (rial).
  6. Countries that participated in the Iran–Iraq War would be permitted transit only after providing compensation for damages incurred.
  7. Any state, entity, or individual imposing unilateral sanctions on Iran or undertaking hostile actions would be denied passage.
  8. Fleets using terminology other than “Persian Gulf” in official documentation would be prohibited from crossing.
  9. Revenues collected from transit fees would be allocated to strengthening national defense capabilities, improving conditions for the armed forces, and supporting infrastructure development and public welfare.
  10. Violations of these regulations would result in vessel detention, financial penalties, and the confiscation of up to 20% of cargo value.

The proposal reflects a broader effort by Iranian authorities to formalize regulatory and security measures over one of the world’s most strategically significant maritime corridors.
