“Israel” obstructs transition to second phase of Gaza agreement

GAZA, May 31 (YPA) – The Islamic Resistance Movement (Hamas) said it remains in contact with mediators to reach understandings on the second phase of the Gaza ceasefire, noting that negotiations regarding the transition to this stage have stalled.

Hamas spokesperson Hazem Qassem said discussions with mediators were “continuing in order to reach logical, reasonable and acceptable approaches for the various tracks of the second phase,” as the negotiation process faces obstacles related to advancing the agreement that entered into force on October 10, 2025.

Qassem accused “Israel” of obstructing progress toward the second phase by expanding its military control over approximately 70% of the Gaza Strip, alongside statements by Israeli Defense Minister Israel Katz regarding plans linked to the displacement of Gaza residents and the continuation of targeted killings.

He noted that Israeli Prime Minister Benjamin Netanyahu had previously acknowledged that the army controlled 60% of the enclave, while announcing intentions to expand that control to 70%.

Qassem said the latest developments had placed the credibility of all parties under scrutiny, calling on mediators take a “decisive position” and compel Israel to abide by the truce terms.

He added that Hamas had shown openness and a positive attitude toward the proposals under discussion, but argued that the Israeli side continued to hinder progress toward the second phase.

Qassem also accused Nikolay Mladenov, Executive Director of the Peace Council, of complicating negotiations by linking separate issues together, calling for a firm stance against what he described as ongoing violations.
