US offers draft resolution on Gaza to Security Council

NEW YORK, Nov. 06 (YPA) – The United States has officially circulated a draft resolution to members of the UN Security Council concerning the situation in the Gaza Strip.

The draft calls for support for a comprehensive plan to end the conflict, including a number of political and procedural provisions for managing the next phase.

The draft resolution also stipulates the establishment of a “Peace Council” as a transitional body tasked with reconstruction and coordinating humanitarian aid in the Strip.

It also proposes the formation of a temporary international stabilization force to work in coordination with both Egypt and Israel to ensure the implementation of security arrangements.

The draft resolution calls on the World Bank to establish a special fund for the reconstruction of Gaza, with operations extending until the end of 2027.

It also stipulates that the Palestinian Authority’s reforms be assessed in accordance with the text of the Trump administration’s peace plan.

A text seen by Reuters shows that the United States has drafted a UN Security Council resolution granting a two-year mandate for the establishment of a transitional governing body in the Gaza Strip, along with a temporary international force tasked with stabilizing the Strip.

A US official stated that representatives from Egypt, Qatar, Saudi Arabia, Turkey, and the United Arab Emirates would participate alongside the United States in implementing the plan, indicating that this might reflect the broad regional support for the US initiative on Gaza.

The two-page draft resolution authorizes the governing body of the transitional authority to form an international force capable of “using all necessary measures” to carry out its tasks and ensure security in Gaza.

It has not yet known whether any amendments were made to the text before its distribution to the ten elected members of the Security Council.

The resolution requires at least nine affirmative votes, with the five permanent members—the United States, Russia, China, Britain, and France—abstaining from using their veto power.

It is also unclear whether Washington shared a copy of the draft resolution with Moscow and Beijing before its official submission.

For a month, Hamas and “Israel” reached an agreement on the first phase of Trump’s twenty-point plan concerning the Gaza Strip. The plan aims to end the war in the Strip and release Israeli prisoners as part of a broader settlement to the crisis.
