SANAA, May 03 (YPA) -The Humanitarian Operations Coordination Center (HOCC) issued a decision to ban exports of US crude oil, set to take effect on May 17, 2025.
HOCC explained in a statement that the “American enemy” continues to carry out airstrikes across various Yemeni provinces, targeting civilians and civilian infrastructure, resulting in hundreds of martyrs and wounded, including women and children.
It stated: “Additionally, on April 17, 2025, the American enemy targeted the Ras Isa oil port in Hodeida Governorate, striking civilian facilities, workers, and employees in a horrific crime that stands as one of the most brutal massacres against humanity. This is an attempt to besiege the Yemeni people, impoverish them, and destroy their economic capabilities. Thus, the Republic of Yemen has the right to respond to the crimes, massacres, and war crimes committed by the American enemy against the Yemeni people, their infrastructure, and capabilities.”
The statement added: “Therefore, a decision has been made to ban the export, re-export, transfer, loading, purchase, or sale of US crude oil (HS Code 2709.00) from American ports, whether directly or indirectly. This includes ship-to-ship (STS) transfers, whether in whole or in part, even through third parties.”
HOCC noted that this decision was based on Law No. (5) of 1445 AH regarding the classification of countries, entities, and individuals hostile to the Republic of Yemen, as well as the Sanctions Regulations against Aggressors on Yemen or any Arab or Islamic State (SR-PAYAIS).
The decision also included the possibility of granting exemptions or permits for humanitarian purposes or to countries and companies that oppose US administration policies and decisions. Applications can be submitted via email at Licensing@hocc.gov.ye.
This decision will take effect on May 17, 2025, at 00:01 AM Sana’a time (equivalent to May 16, 2025, at 21:01 UTC).
