SANAA, July. 08 (YPA) – The UN Special Envoy to Yemen, Hans Grundberg, revealed on Friday a UN plan amended to open roads in Taiz and other Yemeni provinces, which was submitted to the parties to the conflict in the Jordanian capital, Amman.
Grundberg said, in a brief statement, that the parties are responsible for alleviating the suffering of civilians and facilitating their freedom of safe movement, explained they committed themselves under the terms of the armistice to meet under the auspices of the United Nations to agree to open roads in Taiz and other provinces.
He noted that the UN-led process would provide the parties with the platform for a sustainable and credible negotiating approach to road opening.
The UN envoy pointed out that the agreement between both sides would be important, because the opening of roads that requires coordination and continuous communication between the different parties to guarantee safe and sustainable passage for civilians.
The process of opening roads and ports is long-term and not a one-time measure.
A modified international plan.
Regarding the new UN plan, Grundberg revealed that his office participated on July 3 in developing an amended proposal on the opening of roads in stages, after initial rounds of negotiations in the Jordanian capital Amman and subsequent bilateral discussions.
According to the last proposal, the first phase would include four roads in Taiz, including a road proposed by civil society, which will help alleviate the suffering of civilians and must be opened immediately (according to the statement of the UN envoy).
“The second phase will include the commitment of all parties to open major roads in Taiz and other provinces such as Marib, Bayda, Jawf, Hodeida, and Dhalea,” According to Grundberg’s statement.
“I would continue to communicate with the parties and urged them to deal positively with this proposal, he said. “This will be a sign of their political will, the extent of their investment in the truce, and their commitment to finding solutions to ease the burden on the Yemeni people.”
Sanaa is initiating, and the Saudi-led coalition is intransigent
Abdul Karim Shaiban, the head of the coalition-backed government’s negotiating delegation, had hinted in press statements about their rejection of the UN plan, accusing the United Nations of adopting the proposals made by the Sanaa negotiating delegation to open roads in stages.
In this context, Mohammed Abdul-Salam, head of the Sanaa negotiating delegation, explained on Twitter that 3 proposals made to open roads in Taiz and other provinces were rejected by the other party, which is basically various parties.
He noted that the coalition side dealt with the road file with exploitation and extortion that the “Supreme Political Council and the Competent Committee” prompted to initiate its humanitarian step, prioritizing the interests of the citizens over anything else.
Earlier, the Supreme Political Council and the specialized committee in the capital Sanaa, announced making a unilateral initiative to open the 50-60 road in Taiz in response to the coalition’s intransigence and its attempts to abort any initiatives that contribute to opening ports and roads in Taiz.
