ADEN, Sept. 21 (YPA) -Anis al-Sharik, head of the Rasid Organization for Human Rights, on Sunday released a leaked official document from the Southern Transitional Council (STC), threatening humanitarian organizations operating in Aden and other southern provinces.”
According to a post by al-Sharik on Facebook, the STC’s Social Affairs Committee abruptly rescinded the directive after it was leaked, a move believed to be an attempt to prevent a crisis with the Ministry of Social Affairs in the government loyal to the Saudi-led coalition.
The directive warns that all humanitarian organizations in coalition-held areas will be shut down and banned from operating if they do not re-register with the authority within one month, beginning September 21.
The document sparked widespread controversy. Activists from the Islah party and the General People’s Congress (GPC) were quick to accuse the STC’s committee of restricting NGOs, citing a pattern of behavior that includes monopolizing the issuance of permits for civil society and media events in Aden.

Meanwhile, the STC’s supporters defended the move as a standard administrative procedure. They argued that security, social, and livelihood dossiers fall squarely within the responsibilities delegated to the STC within the Riyadh-formed Presidential Leadership Council.
This escalation comes amid rising tensions and internal disputes within the Presidential Leadership Council, with factions exchanging accusations of obstructing political processes and undermining the Riyadh Agreement, which formally integrated the STC into the internationally recognized government.
