President al-Mashat issues decree to form committee on FSO Safer agreement

SANAA, Dec. 30 (YPA) – President of the Supreme Political Council, Mahdi al-Mashat, issued on Wednesday decree No. (110) for 2020 to establish and form a supervisory committee to implement the urgent maintenance agreement of Safers floating oil storage, FSO.

The decree includes three articles as distributed as follows:

Article (1) A: A supervisory committee shall be formed to implement the agreement (urgent maintenance and comprehensive evaluation of the Red Sea port-based Safer floating oil reservoir) as follows:

A representative of the Supreme Economic Committee as Chairman
A representative of the president’s office, as a member
A representative of the Ministry of Oil and Minerals, as a member
A representative of the Ministry of Transport, as a member
A representative of the Ministry of Legal Affairs, member
A representative of the Security and Intelligence Service, as a member
A representative of the Coast Guard as a member
A representative of the Navy, as a member
A representative of the company as a consultant
B: The bodies referred to in the paragraph (a) of this Article shall name their representative in the committee.

Article (2): The committee shall carry out the following tasks and specializations:

1- Obtaining a copy of all documents submitted by Safer to the United Nations team and vice versa.

2- The United Nations’ team should be accompanied while carrying out all work on board the floating tank of Safer.

3- Work hard on everything to facilitate the arrival and mission of the UN expert group and the national team for the optimal implementation of the agreement.

4- Supervising to pledge with work according to urgent maintenance agreement and comprehensive evaluation of the Safer tank.

5- Following up on the relevant authorities to implement the agreement and the tasks assigned to them.

6- Directing and supervising the commitment of the relevant authorities for implementing the agreement.

7- The UN team and the Safer team should be together for attending and all signing all meeting minutes.

8- Full supervision of the implementation of all evaluation and upkeep work.

9- Reviewing the UNs’ reports related to the evaluation of the floating Safer reservoir, the maintenance plan, and giving any a remark to the relevant authorities.

10- Submitting periodic reports on the level of the relevant authorities’ commitment to the agreement to the President of the Supreme Political Council and heads of the relevant authorities.

11- Any other tasks will be assigned to it by the President of the Supreme Political Council.

Third article in the decree dictate that the decree should come to force from the date of issuance and be published in official gazette.
